When should I require to be in compliance with The Healthy Homes Standards?

Te Aro Healthy Homes Compliance Timeframes

Tenancies signed from 1 July 2019 and the 30th June in 2021

  • Underfloor and ceiling insulation is mandatory to all Te Aro and New Zealand rental houses where it’s reasonably practicable to put in.
  • A Healthy Homes Statement of Intent to Comply An Insulation Statement as well as an Insurance Statement must be included with any renewed, new or amended tenancy agreement.
  • Landlords and property managers must keep records that demonstrate the conformance to the Healthy Homes Standard that apply or will be applied to their rental properties.

From 1 July 2021

  • Private landlords and property managers have to make sure their rental properties comply according to Healthy Homes Standard within 90 days of a newly renewed, extended or changed tenancy.
  • All boarder households (except Kainga Ora and Community Housing Providers with registered for boarding home tenancies) are required to comply with Healthy Homes Standards regardless of the date when the tenancy started.

Starting 1 July 2023

  • All households that are rented out through Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must meet the Healthy Homes Standards regardless of the date when the tenancy started.

Starting 1 July 2024

  • All rental houses must be in compliance with the Healthy Homes Standards regardless of when the tenancy first began.

Draughts increase the likelihood of low temperatures inside households. A cold house will cost more to heat, resulting in wasted energy and increased bills.

What are unreasonable gaps and holes?

If you are able to feel external air flowing in or the air is clear from a hole or gap, then it’s likely to be a gap or hole that requirements sealing in any way. Cracks or gaps with large gaps must be stopped permanently. The gaps that exceed 3mm that allow air in or out within the home require the sealing. For example, if an open fireplace is not in use, it may cause draughts and should be sealed off. Landlords and property managers are responsible for making sure that such draughts are squelched in the maximum extent imaginable.

You don’t need to block up intentional holes or gaps which are part of the building. For example, tiny gaps around windows and doors could be required to allow for the movement of the building as the house gets warmer and cooler, so that they can still be shut and opened, rather than sticking. Adequate heaters are crucial for healthy homes

Heating Te Aro

Te Aro rental properties need to have a stable heating source that can heat the main or largest living space to a minimum of 18 degrees Celsius, even on the winter coldest days. This is the minimum indoor temperature recommended by the World Health Organisation for people’s physical health as well as their mental health.

The heating source needs to remain fixed (i.e., not portable) and at minimum 1.5 Kilowatts in heating capacity, and it must have the minimum heating capacity needed for the main living space. For the majority of houses, bigger fixed heating devices such as wood burners, heat pumps, pellet burners or flued gas heaters are needed. However, in some cases such as small apartments, a smaller fixed electric heater could be enough.

If the living area already has a fixed heating source such as the heat pump, it might just require some additional energy to be able to meet the standards. Certain kinds of heaters aren’t able to be utilised to meet the quality because they’re not effective, cost prohibitive to operate or are unsafe to operate.

Ceiling and underfloor insulation has been compulsory for all rent houses since July 1, 2019. All landlords and property managers have to make sure the insulation meets the new standard. In some instances, existing ceiling insulation or insulation in the sub floor space may need to be added or replaced.

A properly insulated home will reduce the risk of condensation and lessen the likelihood of mould and damp, and it will make an easier task to the house to hold heat.
